Sorry but we do not have plans to add this at this time.
The reason being; even if we did allow you to lock skins there are dozens of other much larger skin websites that are even easier to search where users could go to steal your skin anyway, so we don't want to drive those people away.

That's not really practical. With skins we can just show off a skin in a small image. We can't show off an entire resource pack (which can include sounds, etc.) in a simple image. And how would we track duplicates? Even if we made profiles for each pack which would be a ton of work, someone could change one block and rename it and say they made it.
We do not remove or alter name-change history, Mojang created the UUID system with the intention of making all name history public.
You can, however, edit your own skin history to hide skins that you don't want people to download.
Though even if you do that, (and even if we altered your name history) it would still be easy to check on countless other websites, mods and plugins.
